A bill to amend title 38 of the United States Code to liberalize the provisions relating to the payment of dependency and indemnity compensation.

Establishes rates of veterans' dependency and indemnity compensation payable to a widow on the basis of her husband's pay grade.

Sets rates for widows with children, widows in need of care and attendance, and for dependent fathers and mothers of veterans.
