A bill to amend title 38, United States Code, to liberalize the provisions for payment of educational assistance benefits to certain disabled veterans.

Authorizes the payment of educational assistance benefits to disabled veterans who served for a period of less than 18 months of active duty. (Amends 38 U.S.C. 1661(a))
