States that during any period when the Administrator is authorized to temporarily suspend any provision of this Act or any regulation, limitation, schedule, timetable, or requirement adopted under this Act, all domestically mined coal, with certain exceptions, shall be subject to all of the limitations and licensing requirements of the Export Administration Act of 1969. Provides that before any coal subject to this Act may be exported during such period under the limitations and licensing requirements and penalty and enforcement provisions of such Act, the President shall make and publish in the Federal Register an express finding that any such export will not diminish the total quantity or quality of mined coal available and needed for domestic uses in the United States during the next succeeding one hundred and eighty calendar days.
