A bill to amend title 39, United States Code, to maintain and extend rural mail delivery service.

Directs the Postal Service to maintain a rural delivery service for the free delivery of mail serving, as nearly as may be practicable, the entire rural population of the United States and its territories and possessions.

Provides for the conditions to be met in the providing of such service. (Amends 39 U.S.C. 403, 3661)
