Provides that, in the event of the failure of the President to appoint a Director of the Federal Bureau of Investigation, by and with the advice and consent of the Senate, upon a vacancy occurring in that office, the Justice of the Supreme Court of the United States who has longest served as a Justice of that Court shall in specified cases appoint such a Director. (Amends 28 U.S.C. 532)
