A bill to provide for the approval by concurrent resolution of the Congress of all proposed changes in postal rates and classes before such changes become effective, and for other purposes.

Provides that proposed ajdustments in postal rates and classes shall not take effect unless, within ninety calendar days after submission thereof to the Congress for study, the Congress has passed a concurrent resolution which specifically approves all of such proposed adjustments.
