Pollution Control Facility Loan Act - Authorizes the Secretary of Labor to make loans to finance projects within eligible areas for acquisition, construction, rehabilitation, alteration, expansion, or improvement of a certified pollution control facility.
States that such loans shall not exceed 65 percent of the aggregate cost to the applicant of the project.
Establishes a revolving fund in the Treasury for making such loans. Authorizes an appropriation of $750,000,000 to carry out this Act.
