Constitutional Amendment - Provides that the judges, both of the Supreme and inferior courts, shall hold their offices during good behavior, except that each judge shall be approved by the voters in the fifth year after his appointment, and if not approved, shall no longer hold his office. Provides that, if the judge is approved, he shall hold his office until the expiration of a term of ten years from his appointment, and that at the conclusion of that term, the judge shall be eligible to receive such retirement compensation as Congress shall fix by law for all judges.
