Expresses the sense of Congress that the Department of the Interior, the Environmental Protection Agency, the Department of Commerce, and the Secretary of Agriculture should design and conduct studies to enable the National Oceanic and Atmospheric Administration to forecast the immediate and long-term effect that climate manipulation may have on agriculture, transportation, communication, and plant and animal communities.
