Concurrent resolution to express the sense of the Congress with respect to the withdrawal of American troops from Europe.

Makes it the sense of Congress that: (1) the President vigorously press our NATO allies to assume a greater proportion of the cost of their own defense; and (2) the President, as Commander in Chief, take whatever steps necessary to immediately withdraw 50 percent of our present troop commitment.

States that no action taken pursuant to this resolution should weaken either our resolve or our ability to fulfill our commitments under the North Atlantic Treaty.
