To direct the Transportation Security Administration to develop and disseminate best practices for rental companies and dealers to report suspicious behavior to law enforcement agencies at the point of sale of a covered rental vehicle to prevent and mitigate acts of terrorism using motor vehicles, and for other purposes.

This bill directs the Transportation Security Administration to disseminate and periodically update best practices for vehicle rental companies and dealers to report suspicious behavior to law enforcement to prevent vehicle ramming and other terrorist attacks.
