DEBATE - The House proceeded with 10 minutes of debate on the Wittman motion to recommit with instructions. The instructions contained in the motion seek to require the bill to be reported back to the House with an amendment to delay enactment until the Secretary of the Interior, in consultation with appropriate entities, issues a report concluding that the withdrawal under section 2 will not result in increased mineral imports from Russia, Kazakhstan, Uzbekistan and Namibia.
