Summary

Airline Consumer Protection Act of 2016

This bill prescribes certain consumer protection requirements for air passengers with respect to:

airline delays or cancellations,
whether changes to passenger itineraries are unfair or deceptive practices,
refunds for delayed checked baggage,
disclosure of checked baggage fees,
seat assignments,
filing of consumer complaints with the Aviation Consumer Protection Division of the Department of Transportation (DOT), and
online and mobile access to aviation consumer protection information.

The FAA Modernization and Reform Act of 2012 is amended to extend through FY2017 DOT's Advisory Committee for Aviation Consumer Protection.

DOT shall establish an advisory committee for the air travel needs of passengers with disabilities.

The Federal Aviation Administration shall prohibit air carriers from reducing the seat size on its aircraft.
