To require the Governor of each State that receives a grant under the Edward Byrne Memorial Justice Assistance Grant Program to certify to the Attorney General that under the laws of that State there is no statute of limitations for any offense under the laws of that State related to sexual assault, and for other purposes.
Justice for Victims of Sexual Assault Act of 2016
This bill requires a state that receives funding under the Edward Byrne Memorial Justice Assistance Grant (JAG) program to certify within 180 days that its state laws do not impose a time limit (e.g., statute of limitation) on the criminal prosecution of certain sexual assault offenses.
The Department of Justice must reduce by 20% the JAG allocation of a state that fails to submit this certification.
