To amend the Federal Crop Insurance Act to require advance public notice of any modification to be made in the terms or conditions of any policy or plan of insurance offered under such Act.
Creating Crop Insurance Certainty for Farmers Act - Amends the Federal Crop Insurance Act to direct the Secretary of Agriculture (USDA) to provide specified advanced public notice and a period for public comment before any modification to the terms or conditions of a crop insurance policy or plan may be made.
Authorizes the Secretary to waive such provision in an emergency situation.
