Army Corps Accountability Act of 2013 - Amends the federal judicial code and the Federal Flood Control Act of 1928 to provide for the liability of the Army Corps of Engineers in the case of a tort claim arising out of damage caused by the gross negligence of an officer or employee of the Corps (thereby removing the Corps from an exception under the Federal Tort Claims Act that protects federal agencies from liability for certain discretionary functions).
Applies such liability to the Corps in the case of damage that occurred on or after August 29, 2005.
