Taxpayer Protection and Preparer Fraud Prevention Act of 2013 - Grants authority to the Secretary of the Treasury to regulate and discipline tax return preparers.
Amends the Internal Revenue Code to require the Secretary to impose user fees for regulating taxpayer representatives and tax return preparers.
