Amends the Trafficking Victims Protection Act of 2000 to authorize appropriations for FY2013-FY2017 to: (1) the Attorney General for protection and assistance for aliens who are victims of trafficking, and (2) the Director of the Federal Bureau of Investigation (FBI) to investigate severe forms of trafficking in persons.
Amends the Trafficking Victims Protection Reauthorization Act of 2005 to authorize appropriations for FY2013-FY2017 to the Attorney General to make grants to states and local law enforcement agencies for programs to combat trafficking in persons.
Amends federal criminal code provisions regarding transportation of a minor with intent to engage in criminal sexual activity to revise the definition of "illicit sexual conduct" to include: (1) sexual contact (currently limited to a sexual act) with a minor, and (2) production of child pornography.
