Requires that members of the uniformed services eligible for medical care in uniformed services facilities also be entitled to refractive eye surgery (corrective eye surgery including laser and photorefractive surgery), as medically appropriate. Directs the Secretary of Defense (DOD) to ensure that a member of a uniformed service entitled to such surgery who is not located near a military medical treatment facility that provides reasonable access to refractive eye surgery may receive such surgery at a private facility located near the member.
