Asset-Backed Market Stabilization Act of 2011 - Amends the Dodd-Frank Wall Street Reform and Consumer Protection Act to repeal the voiding of, and so restore, Securities and Exchange Commission Rule 436G (which exempts credit ratings provided by nationally recognized statistical rating organizations [NRSROs] from being considered a part of the registration statement prepared or certified by a person under the Securities Act of 1933).
