International Documentary Exchange Act of 2010 - Authorizes the Secretary of State to make grants to U.S. nongovernmental organizations that use independently produced documentary films to promote a better understanding of the United States among individuals in other countries and a better understanding of global perspectives and other countries among individuals in the United States.
