To amend title 38, United States Code, to direct the Secretary of Veterans Affairs to provide for the automated processing of veterans disability compensation claims.

Directs the Secretary of Veterans Affairs to develop a rules-based expert system to automate the adjudication of veterans' disability compensation claims. Requires such system to: (1) provide a disability rating recommendation based on the applicable rate of disability compensation; and (2) be implemented at no less than two regional offices of the Department of Veterans Affairs (VA) within four years after the enactment of this Act.
