To amend chapter 95 of the Internal Revenue Code of 1986 to establish a uniform date for the release of payments from the Presidential Election Campaign Fund to eligible candidates for election to the office of President of the United States.

Amends the Internal Revenue Code to provide for the release of payments from the Presidential Election Campaign Fund to eligible candidates for election to the office of President of the United States on the last Friday before the first Monday in September.
