Financial Literacy Community Outreach Act - Establishes the Financial Literacy Commission composed of senior Federal officials to streamline, improve, or augment Federal financial literacy programs, materials and grants, including establishment of: (1) a website to serve as an information clearinghouse for Federal financial literacy programs; and (2) a toll-free telephone number available to the public seeking information about financial literacy issues.
