To designate certain public lands as wilderness and certain rivers as wild and scenic rivers in the northern portion of the State of California, to designate Salmon Restoration Areas, to establish the Sacramento River National Conservation Area, and for other purposes.
Designates specified California public lands as: (1) salmon restoration areas; (2) wilderness study areas; and (3) potential wilderness areas.
Designates specified California rivers as wild and scenic rivers. Requires the review of the Carson River, East Fork, California, to determine its suitability as a wild, scenic, or recreational river.
Establishes the Sacramento River National Conservation Area. Requires the development of a comprehensive plan for the long-range protection and management of such Area.
