To amend the Homeland Security Act of 2002 to clarify that a prohibition on contracting by the Secretary of Homeland Security with foreign incorporated entities applies to contracting with subsidiaries of such entities, and for other purposes.
Deletes a provision that would allow the waiver of such prohibition in order to prevent the loss of any jobs in the United States or to prevent the Government from incurring any additional costs that otherwise would not occur (thus allowing such waiver only in the interest of national security).
