To amend the Internal Revenue Code of 1986 to increase the work opportunity credit and welfare-to-work credit.

Amends the Internal Revenue Code to: (1) increase (for individuals beginning work in 2003 or 2004) and extend for an additional year the work opportunity credit and; and (2) increase (for individuals beginning work in 2003 or 2004) the welfare-to-work credit.
