To designate certain public lands as wilderness and certain rivers as wild and scenic rivers in the northern portion of the State of California, to designate salmon restoration areas, and to establish the Sacramento River National Conservation Area, and for other purposes.

Designates specified California national park lands as wilderness and components of the System, requiring such lands to be managed by the National Park Service.
Designates specified California rivers as wild and scenic rivers. Requires the review of the Carson River, East Fork, California, to determine its suitability as wild, scenic, and recreational rivers.
Establishes the Sacramento River National Conservation Area. Requires the development of a comprehensive plan for the long-range protection and management of such Area.
