To enable the United States to maintain its leadership in aeronautics and aviation by instituting an initiative to develop technologies that will enable future aircraft with significantly lower noise, emissions, and fuel consumption; to reinvigorate basic and applied research in aeronautics and aviation, and for other purposes.
Directs the NASA Administrator to: (1) award grants to establish university-based Centers for Research on Aviation Training; and (2) establish NASA aeronautics scholarships for U.S. citizens enrolled in accredited Masters degree programs in aeronautical engineering at institutions of higher education.
Authorizes appropriations for certain Federal Aviation Administration research and development projects and activities.
Requires certain aviation-related studies and assessments.
