Capitol Telephone Exchange Administrative Reform Act

Capitol Telephone Exchange Administrative Reform Act - Establishes the Capitol Telephone Exchange Board to: (1) establish policies governing the terms and conditions of employment for employees of the U.S. Capitol telephone exchange, including policies governing employee's duties and responsibilities, rates of pay, and benefits; and (2) provide (by contract or otherwise) for unified payroll administration by a single disbursing authority for such employees.

Prohibits reduction in rates of pay for current employees, under specified conditions.
