To amend title 38, United States Code, to improve presumptive compensation benefits for veterans with ill-defined illnesses resulting from the Persian Gulf War, and for other purposes.
Authorizes the Secretary, with respect to medical research projects sponsored by the Department of Veterans Affairs, to provide that medical information derived from the participation of a Persian Gulf veteran in such project may not be used in adjudicating such veteran's entitlement to the receipt of veterans' disability compensation.
