Expresses the sense of Congress that the United States should: (1) provide immediate food and agricultural development assistance to civilians in Afghanistan and other countries in central Asia, such as Pakistan, Iran, Kyrgyzstan, Turkmenistan, Tajikistan, and Uzbekistan, including resumption of food assistance under the United World Food Program; and (2) assist in providing security for refugees and humanitarian aid workers providing such food assistance.
