Rule provides for consideration of H.R. 940. Previous question shall be considered as ordered without intervening motions. It shall be in order to take from the Speaker's table the bill H.R. 940 with the Senate amendments thereto, and to consider in the House a motion to concur in the Senate amendments. The Senate amendments shall be considered as read when called up for consideration. The motion shall be debatable for one hour.
