To amend the Federal Water Pollution Control Act relating to marine sanitation devices.
Provides that such standards shall require a baseline effluent water quality of not more than ten fecal coliform per 100 milliliters and a reduction in biological oxygen demand of at least35 percent.
Amends the Federal Water Pollution Control Act to make State authority to prohibit the discharge of sewage (whether treated or not) inapplicable to vessels that operate a type I or II marine sanitation device that meets the revised standards pursuant to the Recreational Waters Protection Act.
