To provide for the issuance of patents for the countries receiving trade benefits under the Generalized System of Preferences, and for other purposes.
Requires the Director of the Office to establish a trust fund for each GSP country with which the United States has an agreement in order to assist such country in establishing or enhancing the patent system in that country. Requires the United States to make available computer search facilities containing the patent data base of the Office in each eligible GSP country.
Directs the Administrator of the Small Business Administration to provide information to eligible GSP countries on the steps required to create a small business based on a patent issued to an individual or small business pursuant to this Act.
Directs the U.S. Agency for International Development to use funds to develop and implement a program to provide instruction to eligible GSP countries in the methods of structuring a patent system to enhance economic development, including demonstrating the benefits that can accrue to universities and other institutions from acquiring intellectual property rights on the product of their search.
