Directs the Secretaries of Commerce and the Interior to study and report to the Committee on Resources of the House of Representatives regarding whether the distribution of year classes in the Atlantic striped bass population is appropriate for maintaining adequate recruitment and sustainable fishing opportunities. Authorizes appropriations to the Secretary of Commerce to carry out this paragraph.
