(Sec. 3) Makes such requirement applicable until the latest of: (1) the effective date of rules issued by the Service after enactment of this Act to control overabundant populations of such geese; (2) the date of the publication of a final environmental impact statement for such rules; or (3) May 15, 2001.
(Sec. 4) Directs the Secretary, no later than the end of such period, to prepare and implement a comprehensive, long-term plan for the management of mid-continent light geese and the conservation of their habitat, applying principles of adaptive resource management. Authorizes appropriations.
