Amends the Tariff Act of 1930 to exempt from provisions requiring the arrival of certain vessels to make formal entry at a U.S. customhouse any vessel required to anchor at the Belle Isle Anchorage, Michigan, for purposes of awaiting the availability of cargo or berthing space or for taking on a pilot or awaiting pilot services, or at the direction of the Coast Guard, before proceeding to the Port of Toledo, Ohio, where the vessel makes entry or obtains clearance to enter a customhouse.
