Special Counsel Act of 1999 - Authorizes the Attorney General, upon a determination that the investigation or prosecution of any person for an alleged violation of Federal criminal law by any Department of Justice (DOJ) office or official may result in a personal, financial, or political conflict of interest, and that it is in the public interest, to appoint a special counsel to head a temporary Office of Special Counsel within DOJ.
Directs the Attorney General to issue (and authorizes the Attorney General from time to time thereafter to amend) regulations to: (1) govern the conduct of any investigation or prosecution by such special counsel; and (2) provide that the special counsel may be removed from office only by the personal action of the Attorney General and only for good cause.
