To direct the Secretary of Veterans Affairs to establish additional national cemeteries for veterans.
National Cemetery Act of 1999 - Directs the Secretary of Veterans Affairs to establish a national cemetery in each of the three areas of the United States determined to be in most need of such a cemetery to serve needs of veterans and their families.
Requires an initial and annual reports to Congress.
