Job Skill Development Act of 1997 - Amends the Fair Labor Standards Act of 1938 to exempt from minimum wage and overtime requirements individuals who volunteer to perform job skill-developing services for an employer for not more than 1,040 hours, and for not more than 40 hours in any week, if no regular employee is adversely affected in specified ways and if other conditions are met.
