To terminate the applicability of certain provisions of the Safe Drinking Water Act relating to exemptions, variances, and the application of cost considerations in establishing and implementing standards for safe drinking water, and for other purposes.

Terminates provisions of the Safe Drinking Water Act relating to: (1) costs associated with contaminant level compliance; (2) health risk reduction and cost considerations; (3) variances and variance technologies; (4) exemptions; and (5) interim monitoring relief authority.

Authorizes appropriations.
