Directs the Secretary of the Interior to enter into an agreement to pay specified funds toward the planning and construction by the city of Natchez, Mississippi, of a building to be used by the Secretary as an administrative headquarters and visitors' center for the Natchez National Historical Park and by the city as an intermodal transportation center. Directs the Secretary, before executing such agreement, to enter into a 50-year contract with the city providing for gratuitous use and occupancy of the structure (except for maintenance, utility, and other operational costs), with an option for renewal for an additional 50 years.
Authorizes appropriations.
