Amending the Rules of the House of Representatives to require a three-fifths vote of the House on passage of any measure carrying an income tax rate increase.

Amends rule XXI of the Rules of the House of Representatives to prohibit a bill, joint resolution, amendment, or conference report carrying an income tax rate increase from being considered as passed or agreed to without a three-fifths vote of the House.
