To amend section 117 of title 17, United States Code, to permit the lawful possessor of a copy of a computer program to authorize another copy to be made under certain circumstances.

Amends Federal copyright law to provide that it is not a copyright infringement for the rightful possessor (currently, owner) of a copy of a computer program to make or authorize the making of copies or adaptations of such program under specified conditions.
