Export Market Stabilization Act of 1996 - Extends nondiscriminatory treatment (most-favored-nation treatment) to the products of such nonmarket economy countries as Albania, Armenia, Azerbaijian, Belarus, China, Georgia, Kazakhstan, Kyrgyzstan, Moldova, Mongolia, Tajikistan, Turkmenistan, Ukraine, Uzbekistan, Bulgaria, Romania, and Russia.
