To amend title 18, United States Code, to prohibit certain conduct relating to civil disorders.
Domestic Counter Terrorism Act of 1995 - Amends the Federal criminal code to set penalties for persons who train in the use, application, or making of any firearm or explosive or incendiary device (weapon), or technique capable of causing injury or death to persons, knowing or having reason to know or intending that it will be unlawfully employed for use in or in furtherance of a civil disorder which: (1) may in any way obstruct, delay, or adversely affect commerce or the movement of any article or commodity in commerce, or the conduct or performance of any federally protected function; or (2) is in violation of civil rights provisions.
Sets penalties for the teaching or demonstration of the use, application, or making of any such weapon or technique, knowing or having reason to know or intending that it will be unlawfully employed for use in or in furtherance of a civil disorder which is in violation of civil rights provisions.
