Validates the conveyances of certain real properties from the Southern Pacific Transportation Company, or its subsidiaries, predecessors, successors, or assigns: (1) on or before January 1, 1995; and (2) made after January 1, 1995, to the Redevelopment Agency, Tulare, California, or the Redevelopment Agency, Reno, Nevada. Declares that: (1) the United States reserves any federally-owned minerals that may exist in such lands; and (2) if the conveyances would constitute a taking of private property under the Fifth Amendment to the U.S. Constitution, validation of such conveyances shall be effective only upon payment of the property's fair market value by the Company to the Secretary of the Treasury.
