Constitutional Amendment - Increases the term of office for a Member of the House of Representatives to four years. Requires each such term to begin on the third day of January every two years after the years in which the term of the President begins.
Prohibits a person from being a Senator or Representative for more than 12 years (excluding any terms for which a person is elected or appointed to fill a vacancy in such office).
