Indian Fish and Wildlife Resources Management Act of 1994 - Title I: General Provisions - Sets forth findings, purposes, and definitions.
Title II: Indian Fish and Wildlife Programs - Directs the Secretary of the Interior (Secretary) to establish the Indian Fish and Wildlife Resource Management Program which shall seek to promote tribal management and self-governance with respect to fish and wildlife resources and activities.
Directs the Secretary to provide for an independent assessment of Indian fish and wildlife management programs.
Authorizes tribal governments to develop fish and wildlife management plans.
Authorizes the Secretary to provide financial and technical assistance to enable tribes to: (1) review and update tribal fish and wildlife codes; and (2) train and employ tribal personnel.
Authorizes the Secretary to make grants to Native Alaska entities for fish and wildlife management activities.
(Sec. 202) Authorizes the Secretary to grant fish and wildlife management scholarships. Directs the Secretary to establish a Fish and Wildlife Resources Intern Program and related outreach, postgraduate, and recruitment programs.
(Sec. 203) Directs the Secretary to establish an Indian Fish Hatchery Assistance Program.
(Sec. 204) Amends Federal criminal law to revise and increase specified penalties for unlawfully hunting, trapping, or fishing on Indian land.
Title III: Indian Bison Conservation and Management - Authorizes the Secretary to establish an Indian Bison Conservation Program. Directs the Secretary to establish Indian Bison Demonstration Projects.
Title IV: Native Hawaiian Community-Based Fisheries Demonstration Projects - Directs the Secretary to make a grant to the Western Pacific Fishery Management Council for Native Hawaiian community-based fisheries demonstration projects.
Title V: Authorization of Appropriations - Authorizes appropriations.
Title VI: Miscellaneous Provisions - Sets forth provisions regarding regulations, severability, trust responsibility, and treaty obligations.
